Method of producing complex aluminum alloy parts of high temper, and products thereof

Fully annealed aluminum sheet is first stretch formed to the complex, doubly compound shape of a previously prepared forming die, e.g., an ejection seat blowout panel of a shuttlecraft. The part is then marked with a series of grid lines for monitoring later elongation. Thereafter it is solution heat treated and refrigerated to retard hardening. While still soft, it is stretched a second time on the same die to induce a modicum of work hardening, after which it is aged to the desired stress corrosion resistant temper, preferably the T8 level, to provide the desired hardness and stress corrosion resistance

The CLIC Main Linac Accelerating Structure

This paper outlines the RF design of the CLIC (Compact Linear Collider) 30 GHz main linac accelerating structure and gives the resulting longitudinal and transverse mode properties. The critical requirement for multibunch operation, that transverse wakefields be suppressed by two orders of magnitude within 0.7 ns (twenty fundamental mode cycles), has been demonstrated in a recent ASSET experiment. The feasibility of operating the structure at an accelerating gradient of 150 MV/m for 130 ns has yet to be demonstrated. Damage of the internal copper surfaces due to high electric fields or resulting from metal fatigue induced by cyclic surface heating effects are a major concern requiring further study.Comment: Paper to be submitted to LINAC2000 - paper ID TUA1

Pesticide Avoidance: Results From a Sri Lankan Study with Health and Environmental Policy Implications

In this paper the contingent valuation method (CVM) is used to elicit bids/values to avoid direct exposure to pesticides and the resulting illnesses among subsistence farmers in a developing country, namely Sri Lanka. Farmers using pesticides on their farms suffer from short-term as well as long-term illnesses. Deaths from direct exposure to pesticides are not uncommon. The CVM is used to determine the yearly value to an average farmer of avoiding the costs of direct exposure to pesticides and to calculate the pesticide cost scenarios for the entire country. The last section of the paper examines the factors that influence the willingness to pay (WTP) to avoid direct exposure to pesticides and the resulting illnesses and discuss the health and environmental policy implications stemming from the regression analysis.

Evaluation of 2 possible further developments of the UK in-flight radiation warning meter for SSTS

A mass reduction of the moderator and the response to the nucleon flux, responsible for the tissue-star component of the total-dose equivalent rate using a high atomic number material, are discussed. Radiation situations at SST cruising altitudes (approximately 20 km) due to solar proton flares were simulated in the stratosphere and on the ground. Actual stratospheric situations due to galactic cosmic radiation with a limited range of quality factor values (2-4) were encountered during slow ascents by balloons to 36 km. Synthetic situations obtained from high and low energy acclerator radiations were used to obtain radiation distributions having a larger range of quality factor values (11/2-9) than experienced in the stratosphere. The measurements made in these simulations related to the directly ionizing, neutron and tissue-star components of dose-equivalent rate. Due to the restricted range of neutron spectra encountered in the stratosphere, a significant mass reduction of the moderator by 4 kg was made, with the moderator clad with cadmium or some other slow neutron absorber

A WTP Model Showing the Relationships Between Three Approaches For Pollution

In this paper, a simple willingness to pay (WTP) model that shows the theoretical relationships among three valuation approaches that can be used to measure changes in health resulting from pollution is developed. The three valuation approaches considered are the contingent valuation (CV), cost of illness (COI) and the defensive behaviour approaches. After showing the relationships between the three valuation approaches, the model demonstrates that the CV approach exceeds the COI and the defensive behaviour approaches. The theoretical results are supported by field survey data. The pollution referred to in this paper is direct exposure to pesticides by farmers during handling and spraying on their farms.

A Variational Perspective on Accelerated Methods in Optimization

Accelerated gradient methods play a central role in optimization, achieving optimal rates in many settings. While many generalizations and extensions of Nesterov's original acceleration method have been proposed, it is not yet clear what is the natural scope of the acceleration concept. In this paper, we study accelerated methods from a continuous-time perspective. We show that there is a Lagrangian functional that we call the \emph{Bregman Lagrangian} which generates a large class of accelerated methods in continuous time, including (but not limited to) accelerated gradient descent, its non-Euclidean extension, and accelerated higher-order gradient methods. We show that the continuous-time limit of all of these methods correspond to traveling the same curve in spacetime at different speeds. From this perspective, Nesterov's technique and many of its generalizations can be viewed as a systematic way to go from the continuous-time curves generated by the Bregman Lagrangian to a family of discrete-time accelerated algorithms.Comment: 38 pages.
